Gonna be mighty tough to run for office in 2009 as an incumbent, being labeled "the guy who broke your tv".

Why all the bother, and wasted money spent on vouchers (which almost, but don't quite cover the cost of converters)? Easy. Congress has had their eyes on selling off that spectrum for years now. Sure, some will go to emergency responders, but the rest will be auctioned off to the highest bidder. Congress has been counting on having that cash coming in to fund pork barrel projects for quite a while now.
