Things haven't changed in ages, but something like that you don't want to hardcode. It takes longer to fix and only annoys customers when it's wrong.

Programmers should never hardcode things that are regional like this. It's a lazy way of doing things.

If you want to sell to a country that does DST at a different time of the year, you don't want to hardcode that in. A Config file makes that much easier.
