If they're un-needed, you wouldn't bother with them happy

As for Linux systems, the tzdata (TimeZone data) library which lives in the standard GNU C library contains all the updates needed by any piece of software that wasn't programmed stupidly enough to have DST hardcoded into it. In Debian, a standard apt-get update / apt-get upgrade would've fixed the problem months ago.

The real stupidity is not the change in DST, but the fact that so many systems had the DST rules unneccessarily hardcoded. Any decent programmer should've realised the transient nature of something like DST rules and should've allowed, at a minimum, specifying DST rules in a config file.
