More like he states it wrong
Apparently, OLPC won't supply with the OpenOffice suite. Kids will have to discover the need, exchange ideas among themselves, then learn to use like Google Office or download one of the free suites.

I'm not an educator (well, actually I am, but of grad students), but it might still be considered the right path to force the kids to learn addition, multiplication and the like before they move on to what was once considered a "crutch." If you give them a spreadsheet capability right out of the chute and then tell them this is the tool to use, they'll miss that particular problem solving experience.

On the other hand, if the host nation wants to pre-load OpenOffice before putting the device in the kids' hands, there might not be anything to stop them (I don't know).

But in this case, I'm inclined to agree with Negroponte - let the advanced capabilities come in their own time.
