anti-competative practises
We know from previous anti-competative/crminal investigations that if Dell were to begin offering pc's with Linux pre-installed then Microsoft's dirty-tricks dept would be unleashed on Dell. As Dell depends on Windows, Microsoft can easily impact upon Dell's ability to trade in an already competative market.

This fig-leaf involving certification for Novell is probably the most Microsoft will allow any pc manufacturer to go towards selling pc's with Linux pre-installed.
