Not necessarily so.

Microsoft asked the PocketPC manufacturers to make them and pay these hardware manufacturers by subsidizing the cost of making these PocketPCs and sell the PocketPCs at a loss (a fact) just like the X-Box. The difference between the X-Box and the PocketPC is that Microsoft wants to keep its name on the X-Box but let the manufacturers keep their own name on the PocketPCs even though it is Microsoft that is paying for the production of the PocketPCs.

The manufacturers don't take financial risk for Microsoft's gain. Who would? It is Microsoft who wants to look good and so it is throwing money from the desktop and office monopoly here and there to try to impress everyone even though Microsoft is losing money on these PocketPCs.

The retailers are not necessarily ordering the PocketPCs because they are selling. Microsoft 'wants' the retailers to market the PocketPCs and pays them to help sell them. The retailers are paid to try to sell the PocketPCs (in other words, retailers are Microsoft salesmen). If retailers are not paid by Microsoft to sell them, who will want to carry them and pay Microsoft thru the manufacturers first.

Yes, it is correct that units shipped does not necessarily mean units sold. Microsoft just wants to look good even the product is the money loser.
