I don't think you understand monopoly
Monopoly isn't merely having a certain percentage of a market. Monopoly is when you can influence a market because of the percentage control you have.

In Palm's case they had a large share of the market so they had first adopter advantage. In MS's case they were able to "incentivize" the OEM's to build their handhelds for them.

Finally, the main complaint isn't so much that MS can't compete it's that they tend to use whatever leverage they can when it comes to competition. In this case they're selling/promoting tighter integration to the desktop OS through their handheld OS.
