I believe all 3 of your purposes fits the law.
If someone is walking around under the influence of drugs or alcohol you probably would not think twice for a speedy arrest. Is it to protect the individual or public welfare?

Problems are that people take these electronic toys to extremes, walking around aimlessly. In my opinion these people are just as impaired as an intoxicated person. If you cannot agree with that, at least you should agree it is a form of disorderly conduct, to say the least.

Well, if the proposed law looks so bad to you maybe you should take a serious look at the sidewalk rage that goes on everyday because people refuse to detatch themselves from their electronic toys.
