What does this have to do with build a processor?
IBM is going to build a processor for the Microsoft X-Box. Microsoft is going to build an application/OS to run on said processor. In this instance, the application is a gaming system. IBM doesn't need to see any of Microsoft's code and probably doesn't want to.

I sincerely doubt any of IBM's operating systems are based on Linux with the exception of Linux itself. Your comments would indicate that you are not the most informed person on basic computer topics. Perhaps you should consult some of those " For Dummies" books.
