Bargaining chip (no pun intended)
This is simply the beginning of negotiations. Intel is basically saying, "We've ignored you until now, but we can fight with you if you want. Let's negotiate a deal or else". They will probably end up making a cross-licensing deal and this will go away. I wouldn't make too much out of it.
