Memories are too short
Most people apparently can't remember what happened just a few years ago. Everything that happens is the current President's fault, regardless of the fact that this country's government and economy are so huge that NOTHING can happen quickly. Effects always take years to show up.

What I find amazing is how much power people ascribe to the President. They seem to think the President is some kind of monarch, passing laws and regulations willy-nilly with no input from Congress and running roughshod over the courts. Bush is blamed for the failure of the intelligence comunity to anticipate the WTC attacks, although the CIA has been gutted for years by Congress. Bush is blamed for the Patriot Act, even though Congress (including Kerry!) had to pass it before Bush could sign it. The entire government had a knee-jerk reaction, but only Bush is blamed for it. Even Congress is trying to shift all blame to Bush, as if its members are all powerless (poor Ted Kennedy!).

As for Al Qaeda, I think Bush made it quite clear before Afghanistan was invaded that this would be a long, drawn-out process precisely because we aren't dealing with a tangible enemy like another country. Since we have no physical target, we are required to go after those that support Al Qaeda, either with money or with facilities; that's why the US invaded Afghanistan to begin with. Remove their support and they can't operate. As long as countries are so afraid of Al Qaeda that they will tolerate the terrorists, it will continue. The only way to stop it is to remove that support, either through diplomacy or force.
