EU probes Intel deals in France, Germany

Surely not: Surely Europe, the pinnacle of civilization and civility, wouldn't resort to such tactics for its own benefit? The U.S. is supposed to be the only power that does things for its own benefit, not the world's betterment. I thought the enlightened EU was above such things.
