Nice article. Great concept - cell number portability. Too bad it's not quite correct. The corporation that I work for has a contract with one of the "Big 6" that expired Oct 1. We were set to go "month to month" until Nov 24, when we were going to go over to another of the "Big 6." Then we were told that our market was not in the "Top 10", and we would not have number portability until sometime in Q1 or Q2 of 2004.

So, while number portability might be a nice concept, and mandated by The Fed, it is not necessarily what it seems to be.
