This is a bad idea
I use Sprint PCS. Under my plan, I have unlimited PCS-to-PCS calls. Now, currently, I know that phones that start with 505 or 504 are local PCS numbers and will not eat away my minutes. Under the new plan: someone could take their PCS number over to Verizon, get service with them, call me under their new plan with me thinking still thinking that they are on Sprint, and waste all my minutes.

If the FCC is going to put this in place, they need to make the Cell companies also include a system that identifies if the caller is on the same system as them or not.
