maybe for some but not for majority
the vast mojority of busniess (small to medium) did not upgrade all of their machines between 03 and 05. they replaced a few that were so old they were still running win 95, then they bought enough new machines to cover their growth for that year. for many companies, a 5-7 year upgrade cycle is sufficient to handle their technology needs.

now that technology has so far surpassed software, the number of companies that need to be on a 3 year upgrade cycle will quickly decrease to the tech elite. the likes of disney and pixar. i would not be surprised if new pc sales to business remained flat until the end of 08 and maybe even well into 09. data warehousing will be the major concern for business over the next few years, not the pc.
