I suspect...
... they chose a chip different from the "usual" to make it harder for people to cross-port their games to other platforms. That may backfire, as it is getting much easier to port between PC and Xbox, which are much bigger markets for game writers right now.

And any game company working on an abstraction layer to hide the underlying engine is just not going to get much benefit from the Cell. Writing multi-core code that really works is hard.
