The reason why
First off, they are worried about the lives of drivers, with a single death being news now of days anything to lessen the number of american deaths is worth looking into. A more practal reason is that humans are expensive: training, food, shelter, etc... In addtion, this has to be mastered before unmanned tanks and other combat vehicles can be built.
