Wireless isn't the correct solution.
802.16 would be great for farmers or city commuters as it would provide highspeed while in a remote location or moving. But, not in cities or surrounding areas. You are talking about 60-100 mbps total and it falls off as you move further away. Barely anything when you got more than a hundred people in that 2800 sqmi area, even if you cap. Upgrading DSL/Cable would be a better option than wireless.

I think going fiber is better than either. In a few years, 1.5 mbps will be equated to dial-up. Not only will the cities have really high-speed, but its a good future investment. Just like we still use copper wires today, they will be able to use fiber far into the future.

And I also think this is one place the goverment should interfere. People want higher speeds, but are settling for DSL or Cable. So, those providers have no incentive to spend huge amounts of money doing something that will have little return because of the high service cost.

The initial investment is huge, and can only be handled by the government. It would be like our highways. Plus, DSL and Cable providers aren't truely competing. Customer choice is mostly based on who is in my location and who am I tied to most (through other services like phone, or cable TV).
