Intel will not be making processors in Viet Nahm, the operations will be the very back end of the manufacturing process, known as assembly test. Most manufacturers already do assembly test in low cost areas, so this is no change other than it is a communist country. Intel processors are still made predominantly in the good old USA. By the way, most AMD processors are made in Germany. So if you want to buy processors based on country of origin than Intel is your best choice.
