It's the 5 year cycle
Most companies replace things on 3-5 year cycle. This is year 5. With lean times most companies made this last 5 years. Now it's time to start replacing that old equipement, upgrade the software, and improve network infrastructure.

With 1999 consolidating all the buying into 1 years this means you will see a similiar type of spending as you saw in 1999 just because all that equipement was bought at once.

This is what caused the drought of spending in past 4 years, businesses didn't need to buy anything as they spent 5 years of cash in 1999 and wouldn't be buying again for another 5 years or so.
