It does
It does stop charging and using power. BUT the charger cannot know that and it uses power and disapates it via heat. The chargers are only something like 15% efficient. Everything that generates heat is inefficiency. Just like a TV being plugged in, Stereo, VCR, DVD player... even though they are turned off the consume power. The vampires in our homes.
