Why can't the phone be programmed to stop recieving power from the power cord when charging is complete?

When you unplug your phone you stop using your house power for the phone yes, but then you start using the battery power, so the next time you plug in the phone to charge you are going to use that same power to make up for the time that the phone wasn't plugged in.

I don't see a benefit because either way you are going to have to give that phone power, now or later.
