Feeding disinformation to suspected spies is a standard counterintelligence tactic and this seems to be a reasonable adaptation, though I don't know how well it would work. It's the job of reporters to check out a story prior to publication and for editors to make sure they do.

Now if it turns out that Mr. Hurd was involved in pretexting or other illegal activities, he should refuse election as chairman and probably resign as president, since he can't credibly take Patricia Dunn's place if he was also doing what Ms. Dunn resigned for having done.
