This applies to development, too
There is a LOT of advantage to using Americans to develop custom software for other Americans. That's why I've argued that you shouldn't exaggerate the threat of outsourcing.

Outsourcing is going to be a piece in the development puzzle, particularly in maintenance, but it won't be the beast that ate the US development market.
