What makes you think they can't write apps that they could charge for? Windows isn't the only OS you write "apps for cash". Remember that India has a huge population so they could write specifically for the Indian languages. It'll probably be a slow start because of the lack of people that can afford a PC of any kind, but you have to take the first step. And if China's own CPU takes off, maybe India can either licence it cheaply or make their own, then that will be another step along the route of growing their own IT industry.
