They will take what is given to them. If Microsoft wants to bill these new users for software so badly then like Microsoft create and distribute these laptops for only $100.00

Not to sound harsh, but the old term 'beggers can't be choosers' seems to apply. I am more than certain they will be happy with what they get and even more certain that Microsoft is scared of the possibility that hundreds of millions, if not billions, of people outside the USA never know or want Microsoft warez.
