As a counter to AMD's purchase...
... of ATI this would be weak.

AMD probably bought ATI to improve the integrated graphics. It's unlikely that Intel's move will produce improvements, so this move appears irrelevant to that aspect of competition.

The games market, the main reason for purchase of video cards, remains securely on Windows. And I expect that few gamers use integrated graphics. So there's little chance Intel's action was intended to have an impact on this part of the market, either.

But people who favor open source probably also favor AMD. Perhaps this move gains Intel credibility in that group.

This action may thus be for PR. In addition to the obvious reduction in staff made possible by assuring that Linux advocates will be able to develop their own drivers. Just a small effort to replace paid with volunteer labor. Nothing unusual for open source.
