Truthfully, for years Microsoft has always wanted a dual core processor, though companies like AMD and Intel were more concerned with the larger profit margins they could pull from faster, single CPU's.
You have to realize that nothing drives innovation more then consumer demand. How do you get consumers to purchase your product? Build a better product then your competitor.
Now, there's obviously no argument that Windows has done more to advance the innovation in hardware then any other single product in history. How? Since Microsoft Windows made it possible for the non techie to operate a computer, everyone now wanted to get one. How do you get someone to buy your product? Many companies like Sun, as well as some (not all) open source companies want to slow the rate of innovation in the computer industry in an effort to slow Vista down (as it is a hardware intensive OS) while still trying to clear the large memory footprint problems associated with programs like OpenOffice, which, unfortunately for them, companies like ,IBM, Apple, Microsoft wont allow. They want to satisfy their customers.
Now that manufacturing techniquess for dual core processors has allowed companies like Intel and AMD to produce them while still keeping the profit margins they want, coupled with the fact that Microsoft software takes advantage of hardware that relies on threading for speed, the time was right.
The idea of power saving for all computers is long overdue, but it is obvious that in order to help foster competition in the OS market, it is better to run with the current crop of processors to appease the OpenSource community.
