I have seen this happened and I've heard it happening
left and right. As soon as the first round of layoffs hits the fan, it is exactly the better skilled people who get POed and start looking for better or more secure positions elsewhere.

The bigest problem is when entire divisions are simply "restructured out of existence" just because some "bright" MBA calculated the "cost saving" benefits. I have seen divisions in large companies (Oil Services Indusrty) pretty much eliminated even though they were developing / supporting the ONLY profitable s/w packages.

Some dufooses had the bright idea that a complex s/w pacckage that took 10 YEARS to bring to its current state, could be .... easily offshored to India almost overnight ! After two YEARS of wasting 10s of millions they realized that the COST to repair the LOWER quality was NOT worth it and they "froze" the outsourcing with some loud statements of the source: ``our outsourcing objectives were met (?), so now we are stopping (!) the outsourcing until further notice'' !!!
