It's a great way to cripple your organization. Once you have a round of layoffs, then you know it is in management's quiver. Since you know you are expendable, you start looking for work that pays more money or is more fun.

At one place I worked, we lost about 20% of top performers in the 6 months after our last layoffs.

Intel will probably be paralyzed by the layoffs and resulting reorganizations for at least six months - probably longer.

It may be a very good move- sometimes to save a tree you need to lop off a lot of diseased or bad growth. But it still hurts the tree for a while before it begins to grow normally again.
