You seam to know little about manufacturing semiconductors. Variations in the process are always there. Speed binning is how the manufacturers sell products. The design for 1 speed, but if something is a little slow the down bin it one grade. Some time the get a reall fast part, and they can up bin it. So you designe a 250MHz part. 70% of the working parts are that fast, 20% only meet the 233MHz spec, 5% only meet the 200Mhz spec, and maybe 5% meet the 266Mhz spec.
What would you do? Throw away 25% of the parts? Or sell then as slower parts, for less money? And you sell the rare 266Mhz parts at an very high cost, to make up for the slower ones. The people that want the faster parts are willing to pay extra for them. The people that only want need the slower speed are happy because it saves them money.
Same with cache. If 30% of the chips have a defect that kills the cache, why not sell them with half the cache by disabling the bad half?
