Nothing new, really.
This is nothing really new. Intel, AND AMD, have been using version of this for years. Especially in the speed department. If it tests fast, it is a 3.2GHz, if it doesn't, is is a 2.8GHz chip, etc. Now, if the full cache works, it is a 1 MByte chip, if not it is a 512KB chip, etc.

So, nothing new under the sun, except the hype.
