There's one exception: Gamers.

Games will take full advantage of the CPU & GPU's power, however large or small, in order to make the most realistic experience possible. 100% is not unusual for games. There's always more iterations of pathfinding and more physics equations to solve, and more polys to push, so the CPU and GPU are always heavily used and abused in games happy.

But for video, internet, word processing, and other stuff, no you're not going to be pushing the CPU to 100% for any length of time. And unless you're a 3D artist or engineer or Vista beta tester, you won't be using the GPU at all.

I agree, though: Defining performance/watt is going to be tricky.
