Right On The Money
I sould assume that there is someone in the FCC who is fairly bright. If that is so, then why doesn't someone pull their head out where the sun shines and recognise the trueism that if the purpose of the connection is real time voice communication, it is a phone call? The transmission media used and the encoding method used is a technical detail that is irrevelent to the true purpose of the service. This would include both teleconferencing (net meeting) and VOIP calls. Things like games with a voice channel so the players can "trash talk" or coordinate actions would not be included since the functionality would not be significantly be lessened if the voice channel were removed.
I guess someone will have to be severly injured or die because some company dumped their landline in favor of VOIP and Emergency Services took too long to reach them because the VOIP provider did not support 911 services. Maybe then the FCC will see that these services should fall under state telecommunications regulators. Unfortunately the federal government has fairly little interest in the welfare of the citizens unless there is a political push (witness the history of safety regulation in the mining industry).
