If a company is providing telephony services .

Then the same rules that apply to current "phone companies" should apply to them.

Regardless of the technology used.

This whole "We are not a phone company because a phone company provides telephone service over twisted pair copper wires.

WE provide telephone service over the internet using VoIP. So we should not have to comply with the same regulations as the phone companies"...

Is complete BS.
