Well I whole hardly agree with that, I have worked at so many places where the bean counters controls things(Not Just Public Corps either)
They were always looking to shave cost's on getting the product out the door, but in one case they have 5 Billion in warranty repairs every year but are more concerned with saving a half a penny on a module (Biggest Runn 200 or 300 thousand) do the math. If you have finite tech resources it would be better spent going after the bigger pie.
