It says...

"Analysts have said that dropping the hard drive could trim at least $20 per unit from production costs for the money-losing game console."

I personally would rather pay the $20 extra for the HD so I don't have to keep buying memory cards.

We don't have alot the extra stuff on the HD other than game saves. If they have a different way to save the games without purchasing the memory cards no HD would not make a differance to me.
