Let me get this straight . . .
1) Recycling is good
2) Recycling is labor intensive, labor is expensive
3) If the cost was lower there would be more recycling
4) There are two known ways to make recycling cheaper, these two methods both use low cost labor to reduce the cost of recycling
5) Low cost labor option one - prisoners, prisons cost big $$ and prisoners produce nothing, if prisoners can do the labor recycling becomes cheaper
6) Conlusion - Recycling by prisoners is bad HUH?

I'm not even going to bother with repeating the above logic chain with the equally ridiculous notion that sending older technology to tech starved third world countries is bad. How many of our old PCs do you think these 3rd world nations are "recycling" straight into the local hardware marketplace?
