Guilty!
The US has consistently proven the Chinese guilty of stealing US secrets. The Chinese built their nuclear program from stealing those secrets from the US back in the 1950s. A few years ago, the Chinese forced a US military airplane to land in their territory in order to steal the technology on the plane. And Titan Rain, a hacker group working from China, are currently breaking into US computer systems in order to steal secret information.

The Chinese are guilty of espionage. We do not need to make it easier for them.
