Whose cynical?
Cutting edge is rather questionable. Microsoft was watching its Internet Explorer dominance falling due to the fact that Firefox had many features that went beyond IE6 capability. Thus they are promising IE7 and future versions after years of doing nothing on IE. IE7 still does not have as many features as Firefox.

For many years, Microsoft led the technology. Nowadays, it seems to be playing catch up to open source competitors.

Competition is good. You can hate open source software all you want, thats just your personal opinion. I like that OSS because it is causing improvements in the market, including Microsoft products. I don't let my personal views interfer with my business sense in looking for the best tool for a particular job or task. Sometimes the best tool is from Microsoft, and sometimes its not.
