gcc isn't one of the best optimized compilers on the market
When you compare gcc benchmarks for x86 gcc is not at the top, it isn't even one of the top 3. It's a case of jack of all trades, master of none. The gcc folks try to produce a compiler that works well on all processors, not the most optimized compiler for any given processor although for some older CPU's they may be the only game in town. From the benchmarks that I have seen Intel produces the best compiler for x86 in Linux and in Windows with Microsoft (in their OS) a close second.

gcc's track record being what it is they are not the best choice for producing the compiler. If Intel has been thus far unable to do it themselves then I doubt that they gcc folks can.
