it costs a lot to do this, and it takes up a lot of space in the chip. Intel would either have to raise prices, or cut profit margins. It also leads into slower adoption of new technology, as the processor has to be changed to allow new memory types. This is why its taken AMD so long to add support for DDR2.
For the moment, if they can get everything they say they are going to do done, then it shouldnt really affect them that much in performance. They are most likely holding onto it as an easy add later on to up performance a lot.
