Main point from my reading is that the author believes the future trend is multi-core processors. Software development for many CPU's is still in it's infancy, and until we have hardware with a heck of a lot of processors, new concepts in OS and software design will be delayed.

So the proposal is to create a 1000 CPU system to test software concepts on such systems well before the technology from AMD and the like catch up.
