In GSM networks roaming is not the only solution. In fact you do not need to roam at all when you travel abroad. Many countries sell SIM cards... in just any gas station so, you can arrange for local phone number in 15 minutes. Of course, some may not reach you at that point, but you do not pay for roaming and you keep your old SIM card for when you return to your home network/country.
