No, it's not. Read the TPC benchmark.
Gosh, you could have at least looked at the benchmarks. Just below the IBM system, at #4, is an HP Itanium system running Microsoft Windows Server 2003 Datacenter Edition 64-bit.

Guess what? Not only is it slower (even with twice as many processors), but it cost 20% more than the IBM box. Windows only fills 3 of the top 10 spots on a bang-for-buck basis, the other 7 are UNIX and Linux variants.

It's a real drag when reality doesn't fit with imagination, eh?
