24" Rack is not that unusual
The 19" rack is standard for the P-series and I-series boxes, but 24" is the standard for the Big Iron. Most of these systems are sold to the government or universities. They pack a lot of computational power into a shorter package. You get more processors per square foot than you would with the 19" rack models, albeit with less I/O slots and DASD bays. They are only 2U in height, compared to the 4U 570.

These are made for "big math problems". It would be unusual for a commercial customer to buy just a few of these to mix in with standard P-series offerings.
