No, I would say more like this
GM having a partnership with Shell to only provide gas for cars with GM engines thinking it will boost sales of GM cars. Of course, GM sales won't go up, and people won't get rid of their other cars to buy GM. Instead people just won't buy Shell gas. Eventually, people will figure out how to get Shell gas in nonGM cars since there is no technological reason that Shell gas won't work in nonGM cars and no technological reason Shell gas is optimized for GM cars.
