The Sherman Anti-trust Act:
http://www.stolaf.edu/people/becker/antitrust/statutes/sherman.html

Section 1:
"Every contract, combination in the form of trust or otherwise, or conspiracy, in restraint of trade or commerce among the several States, or with foreign nations, is declared to be illegal. Every person who shall make any contract or engage in any combination or conspiracy hereby declared to be illegal shall be deemed guilty of a felony, and, on conviction thereof, shall be punished by fine not exceeding $10,000,000 if a corporation, or, if any other person, $350,000, or by imprisonment not exceeding three years, or by both said punishments, in the discretion of the court."

All AMD has to do is show that the Intel/Skype deal amounts to "restraint of trade". The intent doesn't matter...if it will have that effect, the deal will likely be struck down by the DOJ.

Intel is allowed to be a monopoly, but they cannot leverage that position to maintain the monopoly or prevent competition.

BTW, your GM/Firestone analogy is not parallel: neither GM nor Firestone have monopoly position in their respective markets, and there is also nothing preventing you from putting non-Firestone tires on your GM vehicle and having it work correctly. From the sound of it, the specified Skype features would be coded to only work if running on Intel chips.
