It doesn't make any difference if an inventor transfers a patent or not. They could just assign their rights to someone else and keep the title. It would be like leasing a property to someone in perpetuity instead of selling it. So there is no difference between this and just letting them sell it.
The argument on this is as old as one farmer wanting another farm, and deciding to squat on it. You can't just take other people's property because you think it would be more useful to someone else, unless you are a communist.
How often do we see a property developer wanting to build a high rise and one house owner holds out for an astronomical price? This is the same situation as a patent holder for part of a product wanting a high royalty. The developer can argue that his building serves the community better and he should be allowed to take the house, but most people wouldn't agree with that. If you have a law that says you own something, whether it be a patent or house, it is yours to use or not use as you see fit.
