VoIP and CALEA already been done successfully
There is at least one Voip product that supports CALEA and voip for both traditional PSTN and next gen (SIP, NCS, H.323). The trick is only calls that use a paying service can be tapped, because they can control the media negotiation. The media can then be mixed through a Conference server where the LEA is a third leg on the call.

For instance a user with a SIP phone and broadband connection needs to have service from a telcom. Then even in SIP to SIP calls or SIP to PSTN calls the media stream can be redirected to a third party box to which the LEA can also be conencted to.

Granted calls from sip to sip directly (or any direct connect voip technology) cannot be tapped but the same can be said of encrypted walkie talkie's.
